However, the peace question to global scale has become something really paradoxical. In their last trip for five countries in Europe, observers not specially trained, were perplexed. After having signed a series of treaties for the elimination of specific massive destruction weapons, reduction of armies and the so-called conventional weapons. What really was the terror balance has been ended.

Now it turns out that the corner stone of all this, which was the ABM treaty signed by the soviet Union and the United States in 1972, has been subrogated by the American Government, all of this as a consequence of the American obsession to implant the ATM, the anti- ballistic missiles system, the resurrection of the famous initiative of strategic defense or Stars War.

When some regional conflicts had been solved, and others have arisen or aggravated like the war against Afghanistan and the Israeli aggressions against the Palestinian people, we can’t say that we have achieved Peace. We also have to remember the genocide war by the NATO against Yugoslavia, which for many observers is the worst conflict in Europe since the II World War. We have said that the following day after having signed all the treaties to eliminate the arms but elimination of themselves, 40 000 children kept dying daily of hunger and curable diseases. For this reason we have pointed out this equation: disarmament for development and development for peace.

Poverty and its aftermath, insalubrity, have favored that diseases that seemed to have disappeared centuries ago, take possession today in our continent and some of them in the entire world. They are the most characteristic diseases of poverty, like cholera, tuberculosis and now the AIDS.

If one part of the resources that are invested in arms were dedicated to scientific investigation with pacific purposes, the main problems, which inside in the macro statistics of essential questions to revert this order of things, alimentation and health with the minimum indexes, stipulated by international organisms as the WHO, FAO, UNICEF, would have been resolved.

¿What is happening in other side of the mirage, that not only deceived the habitants in the ex socialist countries, who were watching astonished the shop window of the developed and prosperous capitalism, but also those ones who were in the other side of the mirror.

Of the side of there, always by capitalist sources, what is happening is that the social securities that socialism offered they have turned volatile and nobody questions it, and the life levels with which they were deceived, of Federal Germany, Sweden, etc have not been reached .

When we have talked to citizens of these countries, they have said that things like these, in the URSS: "well, now we have not socialism, either capitalism, what we have now is the chaos, we have become, of a workers country in a country of beggars". In Germany: "Germany was not reunified, the Democratic Germany was absorbed by the Federal Germany". "They removed the stone wall but now there is another worst, the scorn and the underestimation, now we are Germans of second hand and the social rights that we had, it’s out of the question! , for example: if one woman wants to open an account in the bank, she has to have the authorization of the husband, these are the laws of Bismark".

And the other hand, all days we see in the press as the preoccupation of gubernator circles is reflected by the current politic situation. Before there war a real danger, and is that all European countries had the risk of being victims of a nuclear bombing, if a war broken out between the two super powers, but like this we have lived 45 years, the largest period of the history of this continent with a relative peace, we should remember that between the 1st and the 2nd World War only there was 25 years.

Nobody wants to live under nuclear terror, the peace fighters, all the world peoples, want the general and complete disarm.
